Overview:

Under administrative direction, the Program Manager provides strategic leadership and first-level management oversight for designated Crisis clinical programs within the Mental Health branch. This role is responsible for the planning, coordination, and operational oversight of one or more high-acuity mental health service units. The Program Manager ensures the delivery of responsive, client-centered services by supervising multidisciplinary teams, including subordinate supervisors and clinical treatment staff. Oversees the day-to-day operations of a substance use disorder (SUD) treatment program, ensuring quality care, compliance with regulations, and efficient service delivery. Manage staff, develop treatment plans, and maintain relationships with community agencies. This role also involves program development, quality assurance and potentially some clinical duties. The Program Manager will also oversee the Mobile Crisis Unit, which provides immediate on-site support to individuals experiencing a mental health or substance use crisis. The Program Manager may work, consistent with their scope of practice, within ANY RCS programs on an as needed basis.

Key Responsibilities:

  • Managing and providing guidance to counselors, therapists, and other clinical staff, including hiring, training and performance evaluations.
  • Provide leadership and oversight for crisis clinical services, including programs serving adults, transitional age youth (TAY), and adult residential care.
  • Coordinate and ensure the delivery of high-quality behavioral health services in alignment with organizational goals and standards of care.
  • Monitor program revenue and expenses to support the financial sustainability and well-being of assigned programs.
  • Collaborate with treatment teams to assist in the development of treatment plans and participate in treatment reviews, strategic planning meetings, and clinical consultations as needed.
  • Oversee clinical operations for crisis and adult services, ensuring effective delivery of individual therapy, rehabilitation, and case management services, ensuring that services are delivered according to best practices and ethical standards.
  • Maintaining compliance with federal, state, and accreditation standards related to substance use disorder treatment.
  • Building and maintaining relationships with community partners, referral sources, and other stakeholders to support program goals and client needs.
  • Ensure high-quality clinical documentation, including assessments and reassessments, that reflect collaboration among treatment teams and active client participation.
  • Participate in ongoing budget planning, review program budgets, and authorize expenditures in accordance with organizational policy.
  • Lead and facilitate regular staff meetings; provide supervision, coaching, and training to clinical and support staff.
  • In partnership with the Clinical Director and Performance Quality Improvement (PQI) team, identify training needs and ensure staff are adequately equipped to meet clinical standards.

Education & Qualifications:

Minimum Qualifications:

  • Bachelor's degree in a related field (e.g., Psychology, Social Work, Human Services, or a similar discipline) or , an equivalent combination of education and professional experience.
    • A minimum of two (2) years demonstrated experience working with individuals with special needs, developmental disabilities, at-risk youth, and/or those with mental health challenges.
    • A minimum of three (3) years of progressive supervisory or leadership experience in a behavioral health, social services, or residential care setting.

Preferred Qualifications:

  • Masters degree in a related field.
  • Two (2) or more years of experience in a supervisory role within the mental health, developmental disabilities, or youth services field.
  • Strong knowledge of behavioral health systems, trauma-informed care, and best practices for supporting individuals with complex needs.
  • Proven ability to lead multidisciplinary teams, implement program improvements, and maintain compliance with regulatory and accreditation standards.

Conditions of Employment:

  • Must possess a valid CA Drivers License, current auto insurance, and a clean DMV printout (no more than 3 points).
  • Must pass a clear background check with DOJ & FBI.
  • CPR and First Aid Certified.
  • TB Exam and Physical at the time of employment.

Other Requirements

  • Driving is a required function of this position, both company and personal vehicles. Must use a personal vehicle that meets all agency requirements, including maintaining liability insurance that meets or exceeds state requirements.
  • Employees are responsible for ensuring the timely renewal of their vehicle insurance policies and providing updated documentation to the agency to remain in good standing and compliant with position requirements.

On-Call Rotation Responsibilities:

  • Participate in the programs on-call rotation.
  • Commit to a minimum of one weekend per month.
  • Sign and adhere to the on-call agreement.
  • Develop and maintain the on-call schedule for the program.

  • Comprehensive onboarding including CPR/First Aid, Crisis Communication/Pro-ACT, Trauma-Informed Care, Motivational Interviewing, and Collaborative Problem Solving.
